The methodology section pairs these with red-blue team exercises covering “all risk categories in the OWASP Agentic Top 10.”

Scores roll up by hierarchical weighted arithmetic mean on a 100-point scale, with dimension weights explicitly adjustable “based on the type of agent being evaluated, business scenario type, metric importance, risk type and level, relevant standards and specifications, and industry regulatory requirements.”

The draft bands agents into Low Risk [80-100], Medium Risk [60-80), and High Risk [0-60), and attaches a mandated disposition to each. Low Risk “can be deployed at scale” with routine inspections. Medium Risk “can only be approved for deployment after all medium-risk level security defects are remediated and manually reviewed.” High Risk uses RFC-style normative language: the agent “MUST be immediately taken offline and isolated.” That is a procurement gate and an acceptance criterion written in the grammar of a standards body, which is what it takes for agent behavior to be contracted for rather than merely described.

Caveats

This is an individual Internet-Draft at revision 00, authored by four researchers at a single telecom operator, not an IETF consensus document or an adopted working group item. The IETF’s own boilerplate applies: drafts are “work in progress” and it is “inappropriate to use Internet-Drafts as reference material.” It expires 2027-01-06 and may never advance. The weighting scheme is fully adjustable, which means two evaluators can score the same agent differently and both conform, and the worked examples in the draft are illustrative rather than measurements of any real system. Treat it as a signal about where certification language is heading, not as a benchmark you can run today.
