Most organizations shipping agentic AI have staffed the capability and left the behavior unowned. That is the gap, and it has a clock on it.
The question nobody is assigned
Ask a company building an AI agent who owns the model, and you get a clear answer: a team, a lead, a roadmap. Ask who owns how it behaves, what it refuses, when it escalates, how it tells a user it is unsure, how it recovers from its own mistake, and the room goes quiet. Those decisions are getting made, but they are getting made implicitly, scattered across a system prompt, a few guardrails, and whatever the model happened to learn.
Capability has an owner because capability is legible. It shows up in demos and benchmarks, and it maps onto engineering and product the way features always have. Behavior is harder to see until it fails, so it falls between the desks. Engineering owns whether the agent works. Product owns what it does. Neither role, as currently drawn, owns how it behaves at the edges, which is precisely where trust is won or lost.
Why the gap is structural, not lazy
This is not an oversight by careless teams. It is what happens when a new layer appears faster than the org chart can name it.
The behavioral layer is genuinely new. For most of software, behavior was downstream of code: build it right and it behaves right. With agents, behavior is its own surface, designed or neglected on purpose, and it does not sit cleanly inside any existing role. Engineering treats it as a model problem. Product treats it as a prompt problem. It is neither. It is a specification problem, and specification belongs to whoever is willing to write down, precisely, how the system should act before it acts. Right now, at most companies, that is no one.
The clock
The gap stays invisible until the first incident that behavior, not capability, caused. The agent that was technically correct and unacceptable anyway. The confident wrong answer to a customer. The action taken without consent. The refusal that should have been an escalation. None of these are capability failures. The model worked. The behavior was never owned.
After that incident, ownership gets assigned in a hurry, under scrutiny, by people who now understand the layer was there all along. The companies that pull ahead will be the ones that assign it before the incident rather than after: that treat the behavioral contract as a real artifact with a real owner, the way they already treat the architecture and the roadmap.
The question is short, and most organizations cannot yet answer it. You have staffed the capability. Who owns the behavior?
